JOB TITLE: Signals Analysis Laboratory (SAL) Support
LOCATION: Oak Harbor, WA 
REQUIRED CERTIFICATION(S): Certification in Course Identification Numbers (CIN) A-232-0451, A-231-0016 or equivalent.

Signals Analysis Laboratory (SAL) Support:
  • We have been tasked to provide qualified personnel to support Navy's Information Operations warfighting capabilities. Support includes Engineering and Technical services to operate, maintain, and facilitate troubleshooting efforts necessary to complete assigned mission objectives.
  • Provide systems design, development, integration, and implementation support for the Global Signals Analysis Laboratory (GSAL)
  • Develop business processes and automated workflows when required in support of the SAL
  • Develop and maintain documentation, including Standard Operating Procedures and technical Diagrams
  • Ensure compliance with security protocol
  • Conduct daily Signals Intelligence (SIGINT) analysis, to include Communications Intelligence (COMINT) and Electronic Intelligence (ELINT). Provide analysis, technical guidance and direction while overseeing in-depth analysis on a variety of complex digital communications signals using computer technology and analysis equipment to provide critical intelligence information.
  • Assist in drafting and release of technical SIGINT Analysis reports. Number of reports is dependent on missions assigned and the number of signals that meet technical reporting requirements.
  • Provide basic signals analysis "on the job training" and education to NIOC Whidbey military personnel. Can be expected to do this on a daily basis through personal interaction with assigned analysts. The depth of required training will vary based on technical experience of the military service member.
  • Facilitate structured training evolutions in support of locally developed Job Qualification Requirements (JQRs) and Standard Operating Procedures (SOPs).Topics include but are not limited to: Basic Signal Theory, Lablink toolsuite utilization, Modulation fundamentals, time and frequency domain analysis, and database search techniques.
  • Act as focal point to the GSAL Technical Engineering Element (GTE) Architecture. Coordinate all maintenance, system & software updates and installations with GTE representatives. Oversee operator and system certification on behalf of GTE. Provide feedback to GTE regarding analysis system and software needs and performance.
  • Author and release semi-annual GSAL Activities Reports
  • Ensure release of Signals Analysis Laboratory feedback reports
  • Provide oversight and quality control of Tech-SIGINT reports released from WSAL.
  • Coordinate with Intermediate Processing Centers (IPCs) to assist with timely analysis of technical SIGINT data within the GSAL architecture.
  • Coordinate with Signal Descriptor File (SDF) Configuration Management Authority (SCMA) for training and feedback on SDFs generated by WSAL.
Education and Certifications:
  • Certification in Course Identification Numbers (CIN) A-232-0451, A-231-0016 or equivalent.
Signal Intelligence course:
  • Basic Signal analyses and how many hour (course 450)
  • Intermediate =- Pro forma (# hours) -- workshop
  • Intermedia Signal Analysis course how many hours (course 451)
  • Each branch of the military tailors their signal platform, they would prefer someone from the NAVY
  • Instructor with signal Intelligence (desirable)
Background Needed and Years of Experience:
  • 7+ years of Signals Analysis (SA) Experience
  • Certification in Course Identification Numbers (CIN) A-232-0451, A-231-0016 or equivalent.
  • Prior instructor duty, National Technical Means experience, and Fleet SA (i.e., surface. subsurface, or aircrew) is preferred
  • Experience drafting technical SIGINT reports.
