Immediate opening for a senior Program Manager supporting the Enterprise Information Technology as a Service (EITaaS) program office. EITaaS leverages best practices from commercial industry to provide standardized, innovative, and agile Information Technology (IT) services to the Air Force (AF). Includes people, processes, and products to plan, prioritize, acquire, operate, and continually improve Enterprise IT capabilities.
Experience developing and maturing Acquisition Strategies for Information Technology (IT) programs. Specifically, tasks include working with the EITaaS Integrated Program Office (IPO) and Materiel Leader to formulate program Acquisition Strategy, as well as developing and coordinating regulatory and statutory acquisition documentation and deliverables leading to a contract award.
Key documentation and deliverables will include formal/written Acquisition Strategy, Business Case Analysis (BCA)/Analysis of Alternatives (AoA), Quality Assurance Plan (QASP), Market Research Report (MRR), and a Performance Work Statement (PWS) and/or Statement of Objectives (SOO)
DoDI 5000.2, and DoDI 5000.74 (Services Acquisition) experience is required. This includes taking a program through the Services Acquisition process from the Early Issues and Strategy Session (ESIS), to Acquisition Strategy approval, Request for Proposal (RFP) release, and Contract Award.
Commercial and DoD IT acquisition experience is required to include IT Service Management (ITSM) implementation/transformation experience.
Plans, researches, analyzes and assesses system acquisition in terms of development, production, and deployment of weapons systems and associated equipment; formulates plans and recommends innovative and effective strategies in meeting cost, schedule, and performance objectives.
Plans, schedules and facilitates a variety of exchanges and meetings with the program office team, stakeholders, and industry to understand program requirements and emerging commercial technologies which may address warfighter capability gaps.
Support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.). Support program management reviews, senior level meeting/reviews and IMP/IMS reviews. Support and develop various briefings/schedules of program status and acquisition tasks to senior management.
Secret Clearance Required
Must be fully vaccinated against COVID 19 to work on DoD contracts
Possesses experience in identifying acquisition strategy issues and proposing alternative solutions.
Demonstrated experience in assisting with strategic level issues and ability to work independently as well as a team member under tight deadlines with changing priorities.
Possesses proven leadership, team building, strategic planning, and organizational development skills.
Possesses pertinent experience with an ACAT I level program, including development of new programs with the Acquisition community.
Possesses pertinent experience in the development of RFP documentation and support of Acquisition Strategy reviews.
Demonstrated experience in packaging and presenting briefings for senior level reviews. Have experience initiating and managing high visibility programs.
Program control and Program Execution Group experience highly desirable. Proficient in Microsoft Office applications.
Advanced Degree (MA/MS) and 10 years of experience in the respective technical/professional discipline being performed, 8 years of which must be in the DoD, or a BA/BS degree and 20 years of experience in the respective technical/professional discipline being performed, 10 of which must be in the DoD.
Highly Desired – ITIL Framework experience (and/or certification).Examples of experience areas include Service Strategy, Service Design, Service Transition, Service Operation, and Continual Service Improvement as well as Problem Management and Incident Management. Category Management experience, i.e. how the Federal Government can buy services, more like a single enterprise.
