Job Description:
The Subcontracts Lead is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps.
Subcontracts leverages the variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both the company and our customers.
Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation/request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor.
Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment.
Essential Functions:
Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.
Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
Qualifications:
Graduate Degree and a minimum of 7 years of prior related experience.
In lieu of a Graduate degree, Bachelor’s Degree and minimum 9 years of prior relevant experience.
In lieu of any degree, minimum of 13 years of prior related experience.
Total relevant professional experience to be minimum of 7 years in Procurement and/or Subcontracts.
Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance.
7 years of experience using MRP systems software.
Minimum 5 years experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)
Preferred Additional Skills:
DoD Clearance is desired, but not required
