Job Description
Support SSC/SN organization, and mission partners, with a broad range of financial management support and supports high-visibility or mission critical aspects of a given program and performs all functional duties independently.
Responsible for integrating and providing strategic assessment of cost and budget products.
Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
Develop, train, brief, integrate, correlate, and analyst various all areas of DoD Financial Management including Government Budget Integrations, Planning, Programming, Budget, and Execution (PPBE), Financial Improvement and Audit Readiness Activities, Assist in Government C/O/E Reconciliation and associated support activities, and support Acquisition Reporting Program Financial Management inputs.
The candidate should be a Subject Matter Expert in Financial Management activities in the Government (military and/or civil servant), federally funded research and development center, or profit/non-profit Government support/development Contractor arena.
Responsible for developing, training, brief, integrating, correlating and analyzing various phases of PPBE within the DoD portfolio.
The PPBE cycle may also interface with other U.S. Government budgets, foreign military sales funding and other foreign Government funding and assist the Government in performing research, conducting reviews and providing assessments in support of, at a minimum, the development and analysis of: Program Objective Memorandum (POM), Budget Exhibit Preparation, Staffer Day Briefing preparations, Funds Receipt, Analysis Reporting, Fall Program Review (FPR), Spring Program Review (SPR), Program Management Review (PMR), Mid-year Execution Reviews (MERs), Baseline Execution Reviews (BERs), POM Briefings, Financial Planning Working Group (FPWG), Acquisition Mission Support (AMS). Business Management Reviews (BMRs), Budget Planning and Execution, Summer Execution Review (SER)
Acquisition Financial Management Report Support – Must be able to produce FM related inputs for the respective sections of acquisition reports to include, but not limited to, the SAR, DAES, MAR, APB, supplemental reports, and PMR, utilizing Government accepted databases and software drawing on Government accepted best practices and guidelines.
Integrate and correlate program execution data with the program baselines and approved budgets to accurately develop, maintain, and update acquisition reports as required by DoD policy for Acquisition Category I, II, and III programs and non-ACAT programs (e.g., 2016 National Defense Acquisition Act [NDAA] Section 804 Rapid Prototype programs)
Validate data in the acquisition reporting system and verify it agrees with data in the appropriate Government financial/accounting system and report differences to the Government
Additional Responsibilities:
Experienced with standardized and specialized software applications including: Microsoft Office, GAFS, MOCAS, FM-Suite, WAWF, Electronic Document Access (EDA), Standard Contract Reconciliation Tool (SCRT), Shared Data Warehouse (SDW), CCaR, CRIS, Live Link, Integrated Accounts Payable System (IAPS), or their replacement Accounting and Finance system(s).Document
Review and Assessments: Able to review program documents for consistency with applicable military, federal, state, local, contractual, commercial, or international statutes, regulations, policies, publications, directives, instructions, executive orders, codes, requirements or standards and report findings to the Government
Strategic Support: Able to support integrating and provide a strategic assessment of cost and budget products, perform in-depth research, reconciling complex data/information across multiple systems and reports; Interpreting information to generate multiple recommended courses of actions; Building staff packages, comprehending and applying concept/guidance, effectively implementing instructions/polices into routine performance; Provide IPT support, acquisition program reporting, cashflow management and acquisition review support to program leadership; Perform acquisition financial execution and funds management
REQUIREMENTS:
Master’s degree (in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics) + 12 years of applicable experience in DoD Financial Management

Bachelors degree (in Management, Business, Economics, Finance, Accounting, Mathematics, Science, Technology, Engineering, Statistics) + 16 years of applicable experience in DoD Financial Management.

No degree and 22 years of applicable experience in DoD Financial Management.
EXPERIENCE:
10 years or more shall include duties/assignments specifically in support of space programs - AFSPC or SSC experience a plus.
8 yrs. or more with CCAR
3 yrs. or more FM Suite and WAWF
5 yrs. or more with MS Office
