  • Analyze data from various government accounting systems and Program Contractor inputs/reports to support training; data collection; documentation; reconciliation of current, prior and cancelling year budgets; and budget execution for all Programs in the Division’s Portfolio
  • Perform Commitment/Obligation/Expenditure Reconciliation on the follow funding to include but not limited to U.S. government, foreign military sales, other foreign government, and International Partner Agreements.
  • Assist the government with all recurring and non-recurring financial reviews to ensure unliquidated obligations are recorded; in the proper stage of accounting; valid and correct; dormant/not dormant; and ensure documentation exists to support the recording of the obligations and commitments
  • Recommend remedial actions as necessary to resolve discrepancies. This includes but is not limited to reconciling and validating unliquidated obligations, 90-day Miscellaneous Obligation/Reimbursement Documents, Open Document List, Tri-Annual Review, analysis of expiring and cancelling year funds, year-end contingent liability, Military Interdepartmental Purchase Request/Miscellaneous Obligation/Reimbursement Document validation, prior-year and cancelling year budgets, and budget execution. The Contractor shall be prepared to interface with, at a minimum, the Center’s financial management staff, 61st Air Base Group, Defense Finance and Accounting Services, and DCMA to resolve any anomalies identified during reconciliation. Priority shall be given to those contracts/funding instruments containing funding which will cancel for liquidation purposes during the current fiscal year.
  • Prioritize research and potential corrective actions based upon expiring appropriations with the largest unliquidated obligations. Negative Un-liquidated Obligations, if assigned, will take precedence
  • Collect all supporting documentation necessary to allow the government to perform remedial action and monitor adequacy of resolution
  • Be proficient in the utilization of government accepted, standardized and specialized software applications to include but not limited to Microsoft Office, DoD Electronic Document Access, Defense Transaction Interface Module Systems, Wide Area Workflow, myInvoice, General Accounting and Finance Systems, Mechanization of Contract Administration Services, System Metric and Reporting Tool, Integrated Budget Documentation and Execution System II, Commander’s Research Integration System, FM-Suite, Automated Business Services System, the U.S. Treasury's Collections Information Repository, Defense Enterprise Accounting & Management Systems, and Comprehensive Cost and Requirement System. The contract shall be prepared to interface with various government organizations and agencies at all levels of the Department of Defense during the execution of this requirement
  • 12 years of experience performing financial management activities in the government (military and/or civil servant), federally funded research and development center, or profit/non-profit government support/development Contractor arena, of which Three years shall include duties/assignments specifically in support of financial management acquisition programs.
  • Experience required using standardized and specialized software applications such as, but not limited to the following:
  • Microsoft Office Suite experience
  • Comprehensive Cost and Requirement System
  • Commander’s Research Integration System
  • FM Suite
  • Candidate must either have or is in the process of pursuing a Bachelor's Degree in any of the following:  Management, Business, Economics, Finance, Accounting, Mathematics, Science
  • Experience with Air Force Budget Tools (CRIS or CCaR)
