TITLE: TS.SCI.CI Poly - Chantilly - Financial and Budget Analyst
LOCATION: Chantilly, VA
CLEARANCE: Top Secret / SCI with CI Poly
TARGET COMPENSATION: $130,000 - $145,000
Perform a variety of resource management duties in support of NRO Program, Office, Directorate and Staff components.
The Resource Analyst assists management with a full range of budget and resource management duties on wide variety programs not involving large scale acquisition developments and operations.
The work varies from report generation, document preparation, trend and program analyses at the Program and Office level requiring moderately complex interpretation of data; resource guidance, briefing generation, and complex analyses at Program, Office and Directorate levels highlighting program risk factors to senior manager; to cross program analysis and coordination on very complex tasks which demand a high degree of autonomy and latitude for Directorate and NRO executive
Support AS&T financial and budgetary activities as determined by the AS&T Budget Director. This shall require frequent interaction with program managers, COTRs, contracting officers, as well as attend applicable Program meetings.
Create contract funding documents (Requests for Contract Action), external funding requests, and other budget information.
Track the commitment, obligation and expenditure of funds throughout the life-cycle of an appropriation.
Generate monthly budget execution review financial documentation to capture the current financial situation to a program manager or other Government official.
Orchestrate and coordinate annual budgets allocated down to the division and groups.
Analyze and consolidate budget and financial documentation, and coordinate reallocation of group budgets based on executions.
Track business process through folder management, and create and assess branch spend plans.
Work with Budget Analysts to ensure accurate financial reporting and management oversight, and prepare and facilitate business process reviews.
Support the development and execution of business processes, and establish standards for reviews.
Provide support in the use of AS&T Program Management (APM) tool and the Financial Information Requirements Tool (FIRsT)
Assist in developing program plans and defining, assembling, and evaluating topics for budget planning, provide budget analysis, and develop and support defense of annual program builds, Intelligence Program Budget Submission (PBS) and Congressional Budget Justification Book (CBJB) documentation.
Provide budget execution support including processing of funding actions, accounting system reconciliation, and recommendations for issue resolution, analysis, review and assessment of budget execution performance.
Provide AS&T Budget Director process analysis, documentation, and the writing, editing, publishing, and distribution of results.
Demonstrated knowledge of various quantitative techniques used to analyze data, develop models, and interpret results.
Competencies include descriptive statistics, trend analysis, learning curve theory, modeling, and simulation
Demonstrated knowledge ofIC budgetary principles and procedures
Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs
Demonstrated experience in the application of cost analysis methodologies in a major system acquisition environment
Demonstrated ability to recognize when decisions or information should be referred to a higher authority
