Has experience in representing in state regulatory or administrative proceedings before the state public utility commissions.

General Purpose
Provides legal assessments, interpretations, recommendations and representation on corporate policies and issues in compliance with federal, state, county and municipal statutes, regulations and other legal authority.
Represents the company in formal regulatory hearings and/or board/regulatory meetings, including before California, Idaho, Oregon, Utah, Washington, and Wyoming public utility commissions.
Provides counsel and legal advice on the interpretation of statutes, regulations, legal opinions and obligations, including with respect to regulatory policy and rate proceedings.
Reviews and recommends application of corporate policies to protect the company’s interests and objectives.
Prepares and reviews legal documents.
Oversees, selects and directs outside legal counsel as appropriate.
Manages attorneys and other legal staff as appropriate and provides guidance and training to less experienced attorneys.
The position will be based in the company’s corporate headquarters located in either Salt Lake City, Utah or Portland, Oregon.
Responsibilities
Represent the company in state regulatory or administrative proceedings before the state public utility commissions, including in integrated resource planning proceedings, request for proposal proceedings, regulatory policy, tariff filings, including rate proceedings, renewable portfolio standard proceedings, complaint proceedings, rulemaking and other regulatory applications and filings
Experience in ratemaking proceedings.
Provide legal assessments, interpretations, recommendations and representation on state regulatory issues, as well as corporate policies and issues in compliance with federal, state, county and municipal statutes and other legal authority.
Analyze pertinent legal and regulatory information.
Develop and present recommendations to senior management within the organizational unit and the company regarding courses of action to ensure compliance with applicable legal authority and minimize legal risks.
Represent the company on all aspects of litigation related to regulatory matters.
Oversee, select and direct outside legal counsel.
Recommend application of company and department policies and legal controls to protect the company’s interests and objectives.
Prepare all forms of legal documents including pleadings, data requests, data request responses, testimony, regulatory documents, reports and presentations.
Provide legal support for policy and strategy, including regional energy issues.
Deliver high quality work product on a timely basis to the company’s business units.
Consult with outside legal counsel and provide guidance and training to less experienced attorneys.
Manage attorneys and other legal staff as appropriate.
Requirements
Juris Doctorate degree from an accredited law school and successful completion of bar exam in one or more states in which the company conducts business, or capable of becoming licensed in such states.
A minimum of eight years of related experience in a law firm, government or corporate legal department.
Demonstrated in-depth experience and knowledge with legal and/or regulatory issues.
Familiarity with the political and legal implications of decisions made by the company.
Management skills including the ability to negotiate with and influence peers and senior officers on policy and strategic issues.
Excellent oral and written communication and interpersonal skills including the ability to assess implications of proposed actions/arguments and respond appropriately in private and public forums.
Knowledge of the company’s strategic plan, regulatory and political environment, as well as the company’s policies, procedures, and practices, and applicable federal, state, and local laws and regulations.
Project management and leadership skills, including the ability to work as a team member, to maintain project timelines, budgets and deliver commitments.
Ability to assess and interpret external rules and regulations.
Preferences
A combination of law firm and corporate or agency experience.
Energy experience and general understanding of utilities.
