Job Description
Applicant must be a self-starter with the ability to develop his own role in support of the customer within the acquisition contracts the government has let. The ideal candidate will:
  • Have operational experience with major processing systems
  • Be familiar with the DOORS database
  • Have the ability to maneuver through the NRO instructions and procedures for the compliance for CM baseline
  • Be familiarity with acquisition processes
  • Have a understanding of fundamentals of System Engineering processes, readiness, integration and test and transition to operations
  • Be familiarity with operational l infrastructure and site Integration processes and procedural knowledge
  • Must have experience with Xcel, PowerPoint and Word products
 
Responsibilities
  • Provide end-to-end SETA support for the CGMM and NRT programs
  • Review contractor programmatic artifacts: schedules, proposals, earned value data and provide cost, schedule, performance analysis and assessment feedback to COTR
  • Evaluate contractor cost estimates & ROMS, proposal and provide technical evaluations to Customer
  • Support agile development process as a Product Owner - attend scrum events, release reviews and evaluate software development metrics for currency
  • Assist in the resolution of a number of project relevant issues - examples Include closure with SIGINT on support to legacy interfaces, tracking patch support for operational spacecraft simulator updates, defining alternative test strategies for new SIGINT High payload etc.
  • Partner with SIGINT/SE in managing readiness events as a part of the Offeror team
  • Identify and promote risks for the program and issues across the enterprise
  • Assist In the project support tasks - monitoring development activities, tracking requirements flow-down and integration
  • Collaborate with SIGINT/SE and Contractors to reconcile details of RFCs and other change requests, codify impacts and coordinate costing as required
  • Witness test and verification activities for contractor level test events, review procedures and test reports
  • Collaborate with COMM Engineers to support AUE and CSL-1 transitions for programs- weekly tag- ups, Integration between COMM and program engineering branches
  • Subject Matter expertise for Program Support tasks:
  • Support MSA development and ICBD - provide forecast of strategic work and complete associated cost development (update cost data sheets, develop associated narratives)
  • Input and status a number of Government tracking artifacts, SPO Strategic Roadmap, Readiness repository, Schedule milestone update, SPO calendars, ISP migration strategic roadmaps etc.
  • Support myriad of DAG/ Tier actions of a wide range: policy letters, technical excursions (new missions), system phasing changes and assessing technical impacts of those changes.
  • Exemplar is Configuration Management:
  • Organize and manage end-to-end CM process
  • Manage two weekly tag up meetings • G2 RFC Working (Biweekly) and G2 RFC ERB (Bi Weekly); prepare agendas, coordinate RFC status, ensure accurate collection of cost sheets
  • Manage board agendas and RFC schedule for portfolio of RFCs that impact the SPO (within GED, and across NRO)
  •  Ensure standardization of entry to RFC process and adherence to CM best practices
 
Training and Experience that gave you the expertise to provide the support
  • Expertise and significant domain knowledge In SIGINT High Mission Management (tasking, collection strategies, mission scheduling)
  • SIGINT modeling expertise, understanding of model parameters, interaction with Spacecraft SCE and space ground interface closure
  • Acquisition expertise: knowledge of core corporate compliance documents, pre-acquisition documentation (SOWs, J&A generation etc.), acquisition evaluation
  • Fundamental SE processes experience: readiness, integration and test, transition to operations
  • Operational infrastructure and site integration processes and procedures knowledge
  • Project management skills - ability to track and maintain cognizance of wide variety of activities
  • Strategic Planning
  • Software code inventory, cost estimation, software development analogy generation
  • Familiarity with the DOORS database and associated
  • Expertise in NRO instructions and procedures for the compliance for CM baseline
  • Expertise in utilizing JSMART to facilitate RFC routing
  • Project Administration and organizational skills to manage workload and track large quantity of RFC and requirements across the MC baseline
  • Working familiarity with MS Project
 
Required Qualifications:
  • 15 + years’ experience working in domain of SIGINT mission management; 15 years as SETA on SIGINT mission management programs for High altitude tasking, scheduling, planning and execution
  • 5 years of experience Model Based Systems Engineering support to organization and integrating variety of processing and mission management systems to operations
  • 5 years of experience at ADF-C providing Systems engineering support to organization and integrating variety of processing and mission management systems to operations
  • 4 years of software development experience at development contract in area of real time control for deployment of SIGINT systems
  • 2 years’ experience in CM within SED (administered SED level RFCs as part of the CM team)
  • 2 years as inventory officer responsible for maintaining inventory, managing equipment and ship dates
  • DAU level I program management certified
  • PMP certified
