LOCATION: Pentagon
  • **This position is currently telework eligible, with in person meetings happening 2-3 days per week. This position may be 100% onsite at sometime in the future.

The Acquisition Program Analyst, SME will be working at the SME level directly supporting Headquarters-level actions regarding Air Force Remotely Piloted Aircraft (RPA) programs such as the MQ-1 Predator and the MQ-9 Reaper. 
 
TASKS:
  • Building documentation, reviewing data, and providing impartial assessments in support of HAF budget preparation and defense, SAE oversight and decision-making activities, Program Executive Office (PEO) execution and oversight efforts of Air Force Information Dominance programs.
  • Working independently, if required.
  • Maintaining and analyzing planning, scheduling, budget, and management data.
  • Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
  • Providing impartial assessments of programs approaching key decision points as well as prime Contractor technical and operational issues.
  • Researching and analyzing program trends, identifying issues, and recommending solutions.
  • Making recommendations on the allocation of funding; establishment of program goals, objectives, and schedules; and the formulation of program direction.
  • Tracking compliance with stated program direction and identifying issues.
  • Identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.
  • Reviewing and providing recommendations on existing and proposed Air Force acquisition and capability area policies and implementation.
  • Reviewing and evaluating the impact of national, DoD, JCS, and civil government policies and activities that affect Air Force acquisition programs and capability areas.
  • Maintaining historical Air Force program documentation and developing summary documents/briefings and training material.
  • Providing short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, MAJCOM, North Atlantic Treaty Organization (NATO), coalition, or bi-lateral activities.
  • Preparing PPBE documentation, ensuring they accurately articulate the current program, budgetary status, and strategies.
  • Building documentation, gathering, and reviewing data and providing impartial assessments in support of the HAF review process, including but not limited to AFROCs, JWCAs, DABs, Congressional cycle, ASPs, AFRBs, CSBs, GAO reports, etc.
  • Reviewing and documenting Mandatory Declassification Review (MDR) and Freedom of Information Act (FOIA) requests.
  • Monitoring on-going studies, analyses, and developmental work relevant to Air Force capabilities.
  • Building documentation, gathering, and reviewing data and providing impartial assessments in support of program-specific efforts like CONOPS development, Capability Development Documents (CDD), Capability Production Documents (CPD), Information Exchange Requirements (IER), and requirements working groups.
  • Reviewing and providing data to assist in preparation for legislative hearings, program documentation, briefing packages and read-aheads, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio.
  • Handles confidential and classified (Secret) information, correspondence, and communications.
  • Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.

REQUIREMENTS:
  • Active Top Secret Clearance with SCI Eligibility
  • 10 years of acquisition experience in a System Program Office and/or Air Force Headquarters, plus 5 years of experience working on or directly supporting Med. Altitude RPA development, operations or sustainment.
  • Deep familiarity with the following software programs: MS PowerPoint, MS Word, and MS Excel.
  • Firm understanding of the various organizations in the involved Med Altitude RPA enterprise and how their role in successful fielding of sustainment modifications and new systems.
  • Master's Degree in Business, Finance, Engineering, or related discipline.
