Provide leadership to the Communication Systems Contracts organization in areas of operations, training, policy and Contract Lifecycle Management System (CLMS) implementation.
Position will focus tactically on putting in place strategic process improvements to drive greater discipline in proposal reviews and generation, change management, and linkage between contracts, subcontracts, and estimating/pricing.
Additionally, this role will support the design of a Segment Contract Operations group to improve backend business activities such as award and modification entry.
Essential Functions:
Proactive, engaged and influential member of the Contracts Leadership Team
Identify and drive to a more metrics driven organization
Implement necessary changes to contracts Policy for CS
POC for post award audits across segment for consistent approach on issues
Liaison with Contracts Ops teams at IMS, SAS and AJRD for shared communication and best practices
Support Contract mod restructuring for improved cash collection
Tracking and driving down of REAs/Claims
Estimating experience to help partner and drive alignment between contracts and estimating/pricing
Provide direction and guidance in establishing consistent training objectives to enhance employee competencies and skills for a best-in-class contracts organization
Develop strong, ongoing relationships with internal/external stakeholders
Works closely with government customers and corporate representatives for Legal, Contracts, Export, Import, Customs/Traffic, Intellectual Property and Anti-Bribery Compliance
Qualifications:
Bachelor’s Degree in Business or related field and a minimum of 12 years of prior relevant experience.
Graduate Degree and a minimum of 10 years of prior related experience.
In lieu of a degree, minimum of 16 years of prior related experience
Additional Skills:
Minimum of 10 years of experience with leadership in contracts management and proposal development, including overseeing large, complex proposals and negotiations
Demonstrated subject matter expertise in Government contracting
Demonstrated strong business acumen
Knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR, ITAR and other government procurement regulations
Proficient in MS Office
Strong communication
Self starter
Diligent researcher for best practices
Experience with Icertus’ Contract Lifecycle Management System (CLMS)
