Job Description

  • The Fire Environmental Safety Compliance Division (FESCD), within the MS&O, is the Enterprise office responsible for all matters pertaining to Environmental Compliance, Sustainability and Occupational Safety and Health, and for fostering the protection of NRO personnel, mission, and property.

  • Additionally, FESCD is also the Enterprise Authority Having Jurisdiction (AHJ) for all matters related to building code, fire protection, and life safety and is responsible at the corporate level for ensuring that facilities and operations maintain compliance with requirements.

  • For this reason, FESCD evaluates compliance with applicable federal, state, and local laws and Department of Defense regulations to limit exposure to civil and criminal liability and ensure the enterprise achieves Occupational Safety and Sustainability and building construction excellence.

  • The individual shall perform the following tasks:

  • Environmental Compliance (EC)

  • Fire Protection Engineering(FPE)

  • OccupationalHealthand Safety Program(OHSP)


Job Requirements

  • Prepare NRO corporate environmental policy statements, corporate governance documentation, standard operating procedures, fact sheets, newsletter articles, and other communications regarding current and future environmental regulatory actions that may affect activities. (EC)

  • Plan, coordinate and serve as the secretariat for the quarterly Environmental Safety Council meetings. (EC)

  • Prepare FESCD corporate environmental, safety, and fire protection program Standard Operating Procedures (SOPs) as a part of the FESCD knowledge management. (EC, OHSP, FPE)

  • Prepare environmental, safety, and fire protection policy documentation for NRO Directorates and Offices (D&Os) to use as guidance and direction with Government approval, publish to the FESCD website and distribute to the Environmental Safety Council. (EC, OHSP, FPE)

  • Provide environmental engineering support to the Government in the development and review of site-specific environmental compliance management plans. (EC)

  • Review National Environmental Policy Act (NEPA) guidance documentation and provide technical comment(s). (EC)

  • Provide technical environmental regulatory assistance and recommendations to the NRO field sites at their request to facilitate environmental compliance with local, state, and federal regulatory agencies. (EC)

  • Conduct environmental compliance inspections/audits/evaluations as scheduled by the Government to ensure compliance with Environmental Protection Agency (EPA), Governances, State and Local laws and Presidential Executive Orders. (EC, OHSP, FPE)

  • Update and monitor NRO environmental regulatory permits held by NRO facilities or where NRO equipment is listed on federal, state or local permits by host entity. (EC)

  • Prepare and present the status of environmental program activities, energy conservation methods, corporate programs, and environmental liabilities. (EC)

  • Develop and conduct environmental, safety and fire protection program training for NRO program employees and support Contractors. (EC, OHSP, FPE)

  • Support FESCD data collection and metrics development. (EC, OHSP, FPE)

  • Contribute to the FESCD records and knowledge management activities. (EC, OHSP, FPE)

  • Serve as a Subject Matter Expert (SME) environmental compliance resource to the NRO operating locations (see Table 1-1: (U) Place of Performance by Function). (EC)

  • Serve as a Fire Protection Engineering (FPE) and multi-disciplined building facilities SME resource to the Continental United States (CONUS) and outside of CONUS (OCONUS) locations. (FPE, BPE)

  • Review planning, programming, architectural and engineering design documents, specifications, and other technical documents for proposed construction activities to validate compliance with applicable codes and standards and to identify optimal fire protection solutions. (FPE, BPE)

  • Conduct inspections of new construction to validate compliance of building codes/fire protection/life safety aspects. (FPE, BPE)

  • Witness acceptance testing and commissioning of building fire protection systems and equipment to validate functional compliance. (FPE)

  • Prepare draft Corporate fire protection governance and policy, standard operating procedures, and facility design standards for Government approval. (FPE)

  • Conduct comprehensive environmental, safety, and fire protection audits of NRO locations and operations. (EC, OHSP, FPE, BPE)

  • Develop, administer, and oversee the Occupational Health and Safety Program for the enterprise and serves as the enterprise Occupational Health and Safety Program Manager: (OHSP).

  • Administers and provides oversight to multiple Occupational Health and Safety Programs in diverse work places involving a broad range of activities and responsibilities. (OHSP)

  • Coordinates with enterprise government and contract occupational health and safety support staff. (OHSP)

  • Provides strategic guidance to senior executives on the management of enterprise safety programs, ensuring that all required programs are being fully implemented. (OHSP)

  • Stresses necessity for preventive activities, training, and compliance with laws, regulations, and directives. (OHSP)

  • Serves as the Representative Point of Contact for regulatory reporting responsibilities (e.g., injuries and illnesses, etc.), and confers with key Federal and State Government officials to promote the Agency's position in the interpretation and enforcement of regulatory requirements. (OHSP)

  • Serves as manager responsible for the overall management, control, coordination, and execution of Occupational Health and Safety Programs and projects: (OHSP)

  • Performs Occupational Health and Safety audits of the enterprise. Develops program metrics to track Occupational Health and Safety Program success, identifying corrective actions. (OHSP)

  • Develops and manages project plans for specifications, procurements, installation and implementation. (OHSP)

  • Ensures that appropriate consideration is given to program requirements in the design and construction of facilities and the conduct of operations. (OHSP)

  • Represents the NRO in meetings involving policy and other matters pertinent to the Occupational Health and Safety Program and coordinates projects with mission partners, external liaison, and Federal and state regulators. (OHSP)

  • Chairs the NRO enterprise's Environmental Safety Committee meetings. (OHSP)

Education and Relevant Experience

  • Bachelor’s degree or Master’s degree in an Environment Science Fieldand

  • Five (5) years of experience in the last 10 years in the research and application of environment laws, standards, policies, including: Uniform Code of Federal Regulations, Sate Environment Regulations, Department of Defense Environment Instructions, and Industry Consensus Standards, such as the American National Standards (ANSI) and the International Organization for Standardization (ISO)


Desired

  • United States-recognized advanced environment professional credential, e.g., Qualified Environmental Professional Engineer (PE) with the National Council of Examiners for Engineering and Surveying (NCEES) exam in Environmental or Civil Water Resources and Environmental Leadership in Energy and Environment Design (LEED) Accredited Professional (AP) by the Green Business Certification Inc. (GBCI) Completed at facility audit for a facility that is greater than 50,000 square feet in size
