Quality Chemist / Data Reviewer / Environmental Compliance

TITLE: Quality Chemist / Data Reviewer / Environmental Compliance 
LOCATION: HANFORD NUCLEAR SITE, RICHLAND, WASHINGTON

CLIENT: US DEPARTMENT OF ENERGY

 
NOTE: PREFERENCE GIVEN TO PRIOR HANFORD SITE WORKERS / EMPLOYEES / SUBCONTRACTORS

Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work
week consists of 10 hours of work between 6:00 am and 4:30 pm, with one-half
hour designated as an unpaid period for lunch, Monday through Thursday.

OBJECTIVE:

Work as part of a team to support development and implementation of a third-party validation procedure, sample handling procedures, laboratory instructions, perform laboratory evaluations, improve analytical data management, identify process improvements and areas of efficiency and other data related process improvements associated with the PSRP ES program.  Work activities include but are not limited to:
  • Provide technical expertise in the development and implementation of third-party validation procedures for the PSRP ES program.
  • Provide technical expertise for the evaluation of analytical laboratory performance and qualification.
  • Evaluate and suggest improvements to the PSRP ES work processes associated with data management.
  • Perform assessments of the PSRP ES data management processes against federal, state, and DOE expectations and requirements.

DESCRIPTION OF WORK – SPECIFIC

  • Document review:  The Subcontractor will perform a detailed review of applicable federal, state, DOE, and PSRP ES program documentation regarding the generation, evaluation, and management of analytical data.  Additionally, data management practices of the analytical laboratories will also be reviewed, as needed.
  • Deficiency identification:  The Subcontractor will work with PSRP personnel to identify possible deficiencies in the generation, evaluation, and management of analytical data for the ES program.  
  • Deficiency resolution and documentation: The Subcontractor will work with PSRP personnel to develop process and procedural improvements to address the potential deficiencies.  These improvements will be documented as indicated by the BTR.  These efforts should include a third-party validation procedure and a data quality assessment process/procedure.
  • Support PSRP ES staff to implement the process and procedural improvements, on an as needed basis. 

REQUIRED QUALIFICATIONS:

  • Bachelor of Science in Chemistry with 20 years of experience.
  • Be highly qualified professional chemist with extensive experience evaluating laboratory radiological and chemical analytical methods, data, quality assurance, and quality control.
  • Have extensive direct experience with HEIS, STANLI, and SDT software for the management, evaluation, and disposition of laboratory data from the Hanford.  Desired experience with ABCASH, ERS, and RDR software.
  • Have extensive knowledge of HAZQARD requirements with regard to analytical data generated at Hanford.
  • Experience developing written procedures for data validation and data verification are required to support MSA improvements of the PSRP Environmental Surveillance work processes and data management systems.
  • Have experience performing laboratory assessments and be certified in one or more assessor programs including the Department of Energy (DOE) Consolidated Audit Program (DOECAP).
  • Have a minimum of 10 years’ experience performing data quality audits and assessments and validation of environmental data.
  • Possess competence in all conventional aspects of data management, Quality Assurance, and perform assessment activities as required by management.  Provide guidance and problem solving expertise, as needed.
